January 29, 2026: Newbridge—Key Faction
The city guard has a bigger presence in Newbridge than it does in many neighborhoods of Lüm, both to give a good impression of newcomers to the city and also because the presence of those newcomers attracts a lot of scammers and scoundrels whose nefarious activities the guard works to stop. The city guard has a local office in the center of the neighborhood from which it coordinates its activities, under guard captain Vindia Jai.
However, the city guard is not the only municipal body that enforces laws in Newbridge. Because it is such a major entrance and exit point for the city, the city Customs Office also is very active here. Over the years, in fact, the Customs Office has lobbied the city council for greater rights and authority in Newbridge, and now has privileges and powers there beyond what its nominal function would seem to entail. Headquartered in a building at the north end of Chanter Bridge, the local Customs Office is led by manager Olivus Terhail, who takes a proactive part in ensuring the —and the continued influence of his office. For the most part, the city guard and the Customs Office have the same goals, but occasionally jurisdictional disputes do arise—and when they do, the Customs Office usually wins, much to Jai's dissatisfaction.
Olivus Terhail is a pudgy but active man in his early fifties, with close-cut gray hair partly unconvincingly dyed chestnut brown. He has a large head with a strong jaw, fleshy lips, and a tall, flat forehead. He has a deep, fruity voice with an air of confidence that seldom wavers. Terhail wears well-tailored gray suits embroidered with the insignia of his office.
Vindia Jai is a tall, dark-skinned woman with a bony build. She has a narrow face with a small, turned-down nose and large, dark eyes. Her speech gives the impression of continual exasperation, even when she's paying compliments or telling her guards they can have a day off. Jai wears the uniform of the city guard, her uniform shirt and trousers always immaculately pressed.
